Deda Synapsi Bars
 Ruled Illegal For Mass Starts

In Velonew's Buyers Guide that
should be coming in the mail or arrived already. On page 95 they display the Deda Synapsi bars and have written in their description, "since the extension does not extend beyond the front of the brake levers,
the Synapsi, unlike the late, lamented Cinelli Spinaci and its clones, passes UCI regulations for road racing." As the attached comments to this email from Matt Murphy and the UCI, we know that the Deda Synapsi bars are illegal for mass start road races (excluding TT's). Hopefully the rest of the country knows that the bars are illegal for mass start races before riders find out at the starting line.

From The Rulebook:
Please refer to article 1.3.022 as follows : "In races other than those covered by article 1.3.023 (that is to say "for massed start road races"),  only the traditionnal type of handelbars may be used (see diagram "structure 1")." The Deda Synapsi bars is not authorised in this case.
According to article 1.3.023, "an extension may be added to the steering system" (and the Deda Synapsi bars is authorised) for time trials and for the individual and team pursuits, kilometre and 500 m time trials (see diagram "structure 2").
